Picard Kentz & Rowe Welcomes David Neubacher as Senior Trade Analyst

Picard Kentz & Rowe is pleased to announce that David Neubacher has joined the team as a Senior Trade Analyst.

David brings more than twenty years of experience at the U.S. Department of Commerce’s International Trade Administration, Enforcement and Compliance division, where he held a variety of roles.  He began his career administering antidumping and countervailing duty (AD/CVD) proceedings across a wide range of industries, including steel, lumber, paper, semiconductors, and electricity.  He contributed to the first China countervailing duty investigations and helped establish foundational methodologies for evaluating and calculating subsidy rates related to utilities and policy lending programs.

In his most recent role as Director of the Training & Professional Development Unit, David developed and implemented training programs covering regulatory updates, antidumping analysis, SAS procedures, and subsidy program evaluation.  He also contributed to the implementation of the current differential pricing analysis.  His work in creating and executing these training initiatives was recognized with a Commerce Bronze Award for excellence.

David received an M.A. in Russian and East European Studies from The George Washington University, concentrating on transition economies, and a B.A. in International Relations from the University of Maryland, Baltimore County.
