David Neubacher

Senior Trade Analyst

David Neubacher is a Senior Trade Analyst* at Picard Kentz & Rowe with extensive experience in antidumping and countervailing duty proceedings. Prior to joining PKR, he spent more than two decades in several roles at the U.S. Department of Commerce.  During his tenure at Commerce, David served as an analyst administering antidumping and countervailing duty cases across a wide range of industries, including steel, lumber, paper, and semiconductors. He contributed to the first China countervailing duty investigations and helped establish key methodological practices for evaluating and calculating subsidy rates related to utilities and lending programs.  In his final role at Commerce, David served as Director of the Training & Professional Development Unit, where he led the development of technical trainings on regulatory updates, antidumping analysis, SAS procedures, and subsidy program evaluation. His efforts earned him a Commerce Bronze Award for excellence in training development.  David holds an M.A. in Russian and East European Studies from The George Washington University, where he focused on transition economies, and a B.A. in International Relations from the University of Maryland, Baltimore County.
