Zack Walker is a partner at Picard Kentz & Rowe LLP where he focuses on international trade and related regulatory matters. Zack principally advises U.S. businesses and industries harmed by unfairly traded imports in proceedings before the U.S. Department of Commerce and the U.S. International Trade Commission, and in appeals of these determinations in U.S. federal courts and before binational panels established under the NAFTA and USMCA. Zack is experienced advising clients on trade enforcement matters to ensure that trade remedy orders provide effective relief to the domestic industry. To this end, Zack helps clients identify and combat evasion and circumvention of trade remedy orders. He also advises on trade compliance aspects of mergers and acquisitions.
In April 2024, the Office of the U.S. Trade Representative appointed Zack to the roster of individuals that can serve on binational panels convened to review final determinations of antidumping or countervailing duty proceedings under Chapter 10 of the United States-Mexico-Canada Agreement.
Before joining PKR, Zack was a law clerk at the U.S. Court of International Trade where he served most recently as a law clerk to Judge Timothy C. Stanceu. He previously worked as a staff attorney for trial and appellate level judges in Ohio.
Zack earned his law degree from Case Western Reserve University School of Law. He is also a graduate of the London School of Economics and Political Science and John Carroll University.
Zack serves on the Board of Directors of the Customs and International Trade Bar Association. He is a native of Cleveland, Ohio.
