Senior Trade Analyst
Patrick (Pat) O’Connor is a Senior Trade Analyst at Picard Kentz & Rowe who specializes in data analysis and antidumping calculations in proceedings before the U.S. Department of Commerce and the International Trade Commission.
Prior to joining Picard Kentz and Rowe, Mr. O’Connor worked at the U.S. Department of Commerce as an International Trade Compliance Analyst in the International Trade Administration’s office of Enforcement and Compliance. During his eight years with the Department, Mr. O’Connor investigated the sales practices and behaviors of exporters of merchandise sold at less than fair value in the United States and calculated company-specific dumping margins from both market and non-market countries (including Steel Racks from China, Wooden Bedroom Furniture from China, Solar Panels from China and Taiwan, Cold-Rolled Steel from India, Fine Denier Polyester Staple Fiber from India, Light Walled Rectangular Pipe and Tube from Turkey, Cut-to-Length Steel Plate from China, and Xanthan Gum from China).
Mr. O’Connor is an avid long-distance cyclist (randonneur) and volunteers as a support person for the Jesuit Volunteers in Washington. He is a native of Oklahoma City.
Mr. O’Connor has a working proficiency in Spanish.
