Heather N. Doherty focuses on international trade related issues, including representing domestic industry in international trade remedies litigation against unfairly priced and subsidized foreign imports. In addition to her primary practice areas, she has several pro-bono clients for whom she provides immigration assistance and is pursuing her Australian practicing certificate to become a solicitor in New South Wales. Prior to joining Picard Kentz & Rowe, Heather was an associate in the international trade practice group of an international law firm.
Previously, Heather served as an attorney advisor for the U.S. Department of Commerce’s Office of the Chief Counsel for Trade Enforcement and Compliance and a federal law clerk at the U.S. Court of International Trade (“CIT”).
At the Department of Commerce, Heather managed a multitude of antidumping and countervailing duty (“AD/CVD”) proceedings and advised the Department in its work on a suspension agreement, circumvention and scope issues, regulatory rulemaking, and customs liquidation issues. While there, she successfully defended the Department in appeals before the CIT and the U.S. Court of Appeals for the Federal Circuit. She also assisted the United States Trade Representative in drafting submissions to the World Trade Organization. As a law clerk at the CIT, Heather assisted the Honorable R. Kenton Musgrave in researching, analyzing, and drafting opinions on cases that challenged AD/CVD and Customs protest and classification decisions.
Heather started her career in the Prosecution Offices of the United Nations Special Court for Sierra Leone and Special Tribunal for Lebanon in the Netherlands. She also spent time earlier in her career developing trade export strategy and policy at the International Trade Centre in Geneva, Switzerland. Ms. Doherty continues her practice in international criminal law by providing pro-bono representation for matters related to the conflict in Yemen, including work related to the creation of future accountability mechanisms.
Ms. Doherty is a member of the Indiana Society of Washington, DC and the Washington International Trade Association. Heather also sits on committees for Women in International Trade and the Customs and International Trade Law Bar Association (“CITBA”).
In her capacity as a practicing trade law professional, Heather has served on several panels for CWRU Law and CITBA, and is a co-creator of the annual “CWRU Law International Trade Law Fall Update” conference. Heather was chosen as the recipient of the CWRU Law Distinguished Recent Graduate Award and was inducted as a member of the CWRU Law Alumni Association Board, in 2018 and 2019, respectively
