Counsel

Jessica Link specializes in international trade law, with a focus on antidumping and countervailing duty matters. Prior to joining Picard Kentz & Rowe, Jessica served as an Assistant Chief Counsel and an Attorney-Advisor in the Office of the Chief Counsel for Trade Enforcement and Compliance at the U.S. Department of Commerce. During her ten years with the agency, Jessica provided legal advice concerning the enforcement and administration of U.S. antidumping and countervailing duty laws. She led the agency’s rulemaking efforts in the largest overhaul of the antidumping and countervailing duty regulations in over 20 years, and she defended the agency before the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, and the World Trade Organization.  Jessica was awarded a Department Silver Medal and was recognized by the Office of the General Counsel for distinguished performance.  Previously, Jessica was a Special Assistant at the National Security Council, Office of International Economic Affairs. 

Jessica received her J.D. from the Columbus School of Law, Catholic University of America, where she was an associate editor for the Catholic University Law Review and received a certificate in comparative and international law.  She also earned her B.A., cum laude, in politics and international relations from Catholic University. Jessica is a member of the Customs and International Trade Bar Association and the Association of Women In International Trade. She has served as a panelist for CITBA and the Georgetown International Trade update.
